About this Phase:

This phase requires deliberate outreach to groups of likely supporters. The primary goal is to make firm connections with target groups and to begin building up a core list of yes voters who will be available to call upon on Election Day.

About this Phase:

Phase IV is very much a continuation of the previous phase, only with added intensity. As the campaign progresses, activities and voter contact begin to increase. Some activities typical of this phase include:

• Library Director Letter to Regular Users.
• Direct Mail (three pieces over 5-6 weeks before GOTV)
• Phone Calls to supporters.
• Door-to-Door campaign activities.
• Friend-to-friend campaign activities.(For example: Library supporters mail their friends postcards which say something like, "Please join me in supporting the library on (date of the vote)

*Libraries doing a 414*

September is the public announcement of the library's 414 plans. Be prepared for public's reaction to the announcement. Have planned responses for their possible reactions.

About this Phase:

Phase V involves mobilizing supporters and getting them to show up and vote. This portion of the campaign is critical for success and requires prior preparation.
